There is a tire leaning against the wall by the tank. Get up against that same wall, look all the way down, and slowly walk over the top of the tire. You will be lifted off the tire so your feet are not touching the ground anymore. You are now frozen on the tire. The only way out is to kill yourself or quit. This can be done online and offline.
