Enter the Eastern Garrison in Oda stage 3. All the gates will shut. Switch to you other character and defeat the Gatekeeper. Note: This can also be done en route to defeat the Fireball soldier in the south.
When Oda stage 3 is almost done, usually when Koshosho is the only one remaining, a battle message will appear indicating strange activity at some garrisons. Quickly go to one of the garrisons to encounter a Rifle Captain.
