Defense Ministry: The Two Guards
I had discovered this method by trying to be more stealth than I am firepower as I only had three bullets in my pistol left. When you're in the lobby waiting for the elevator, you will see the cutscene showing the elevator appears to be coming down to your level. Beside the elevator is another door, open it and walk in, it will appear to be a little tiny storeage room. Switch the lights off and wait against the wall opposite from the lightswitch, but beside the door. You will hear a 'ding' indicating the elevator has reached the level and then plenty of footsteps belonging to the two guards who came from the elevator. Wait until you hear one of the guards singing or humming or whistling and then walking away. This is when you open the door. Don't leave the room but move back to where you were standing and wait. You'll see the guard walk towards the room, notice the door open, pull out his gun and walk into the room. He won't see you, either. He'll proceed to the lightswitch, step out behind him and grab him.
Walk out of the room and be very quiet with him. The other guard should be near the elevator end of the room, standing in a corner facing the wall (funny that, I didn't know walls were such a hostile threat!). Keep bringing your hostage towards the guy in the corner, if he notices you, just kill them both as quickly as you can. However, if done correctly, he shouldn't even know you're there at all. Walk up and stand inches away from him, shoot him in the head then knock out your hostage. Hide them in the storeage room and get in the elevator. Only one bullet used, and no health taken. I'd say that's stealth enough. | Submitted by TriggerPZX54
