When starting the first time, you get ask if you want to Import them. If you missed it, you can go under Options -> Extras -> Import save data to open the dialog again. The "Import save data" option is only there, when the game found save data from the steam version in the correct folder.
When import an old finished save game, you receive these three unlocks. So you can start a new game in any difficulty with all of it. After you imported your completed save game, you need to restart the game, to actually have the options Insane difficulty / Reconstructor / Golden Hammer.
