To complete requirements that involve getting a specific number of people to inhabiting your lands easier, shape the land to create as many locations available for building shelter as possible. Plan and build them as compact as possible to get the maximum use from the land. Also try to remove high layers to have huts and abodes built on the same level. The more advanced the house becomes, the longer it takes for the workers to finish its construction. When starting, place huts next to the areas that the workers need to access. Only the closest, connected people will work on new tasks. You will eventually unlock a way to directly control the Followers, but until then, it will be easier to keep things in proximity. The biggest goal is to expand your population, because more Followers give you more options. Always have your builders working on shelter, the more advanced, the better in order to benefit more people. When a blue outline with a hammer above a house appears, it indicates that property can be built nearby. The bigger your settlement, the less likely your followers will join the Astari. Check what type of landscape gives you the best Abode and build there. Destroy houses using the Finger of God, get the extra layers, then build new houses there at the best locations. For best results, do this after removing the Astari. Although risky if the Astari are still present, when you build new settlements, include an older settlement in the circle. This will help optimize space and get more followers. To get your followers to reach higher grounds, you first need to create steps by sculpting the land.
