The progression system in this expansion is the same as before which means that it is based on Experience. Like most MMO or RPG you earn Experience by defeating enemies and completing quests. The best strategy for this expansion is to focus on grinding your way up to Level 40 which is the level cap and forget about things like weapons until you reach it.
