Shortly after you collect the RLS-7, you will cross a footbridge. This bridge overlooks a highway bridge where some enemy soldiers are fighting giant mutant spiders. Use the TDM on the other side of the footbridge to revert the lockers in the room. You can find a note inside one of them which reads: My neighbor, he is pain in my assholes.
