During the sewer escape, six of these soldiers will attack you. The best trick is grenades. If you have a good amount of them, just lure them to your position (find a solid cover, like the wall before the ramps) and throw your grenades to the walls. If done correctly, the grenades will bounce to their positions and you should be able to kill them off immediately without facing them at all.
