This is a cheat that allows you to get another of an item aquired on a quest. When you do a quest and aquire an item, (for example: an Elexir of Life) pause the game and save it. Then pause the game again and load the saved file. It'll make you start the quest over again; but, you'll have the item that you aquired, thus for allowing you to take it again during the quest.
