Wake up, jump off your balcony and use your phone to navigate to the "Performance" category of the cars on demand. Get any fast car and quickly drive to this location near the river. You must activate all bridges on the way to your target (starting with one that you actually drive over, then several that you pass by on your left, then the final one that you also drive over). Quickly run to the small park near your destination to find a named Bruce Wayne sitting on a bench talking with another civilian.
