In Portland, there should be a shop called "Capital Autos", and there should be a Kuruma inside it. You can smash the window and get it, but that's if you want to do it.

The real thing is: You do the "Car Salesman" mission, and then there will be 4 cars, with people next to them. They should be pretty good cars. Get in the car you want, and then get out. And then the people will walk away. Then there is 4 free cars you can get. This also works in Staunton Island, with the Motorbike salesman. Do the same method, then they will leave the
