To get the Hidden ZES-99/MIRROR Part, choose the "Under Ground Railway" mission requested by Zio Matrix. Work your way through the mission until you come to the room where you have to shoot the floor. Instead, look up and shoot the off-colored ceiling panel and fly up to the room.
