At the conclusion of the Epilogue scene at the end of the game, you'll be given an opportunity to save an "All Clear" game into any save slot you choose. Load the "All Clear" game save at the main menu to start a new game where you get to keep all costumes, device encyclopedia entries, and memory encyclopedia entries you've unlocked so far (you do not get to keep your character encyclopedia entries).
