You do not have to upgrade a Marine Officer to five skill stars. Simply find and hire one with five stars. You can find one with the Smalltalk-option. Speak to anyone at a random station who has the speech bubble and get a successful conversation. Then, look for the option for finding crewmembers for the Albion Skunk. Follow the Guideline and look at the abilities of the potential crewmember. If you find only a four skill stars officer, upgrade them with the seminar points you earn through the further conversation on the Smalltalk minigame. This will require gifts that are listed in the inventory that you can create from legal and illegal items you will find or purchase at stations.
