This is another bug. To make loops in your roller coaster without level 2:

1.Build a roller coaster base
2.Design the ride until you want the loop
3.Click where the loop pylon button would be (right under the normal pylon button)
4.Build the loop and continue building the ride. | Submitted by TimMann
