Enter the "C:\Windows\Application Data\Microsoft\Welcome" folder and find the "Weldata.exe" file. Create a shortcut for it. Right click the shortcut and select "Properties" from the menu. You will see the location of the file in the "Target" section. After the quotation marks, add a space and type You_are_a_real_rascal (case-sensitive). Then in the "Run" option, select :"Minimized" from the list (combo box). Click "Apply", then "OK".
