Once you complete the Goron Temple and free Hyrule from the Twilight, go to Hyrule Town. Go to the southwest side of the town square. Enter the building there. Immediately when you enter, you should see a Goron standing there. Talk to him and he will thank you for saving their mines. He will then ask if you would like to buy the Hylian Shield for approximately 120 Rupees.
