You have to beat the Pokemon League and go to the Prof. to get it. Go to the city with the 6th gym. You will need to go in a underground tunnel to reach the S.S. Anne. The person will check for your ticket and you are off. When you are inside, the sailor will block you from going out. You have to do something and talk to him after. When you are out, you will be in Vermillion City. Get the other 8 badges in the other cities. Tip: Vermillion City gym is even harder than the 8th gym in the other map.
