At any time, hit start to pause the game. While paused, hitdown to raise the number of the level you're in by one. Hit up to lower it by one. When the desired level is chosen, unpause, and you'll be sent to that level.

At the title screen, go to game setup and hit start. At the bottom of the list of options, you can enter passwords. That's where you enter the following:
