When a blue outline with a hammer above a house appears, it indicates that property can be built nearby. The bigger your settlement, the less likely your followers will join the Astari. Check what type of landscape gives you the best Abode and build there. Destroy houses using the Finger of God, get the extra layers, then build new houses there at the best locations. For best results, do this after removing the Astari. Although risky if the Astari are still present, when you build new settlements, include an older settlement in the circle. This will help optimize space and get more followers. To get your followers to reach higher grounds, you first need to create steps by sculpting the land.
