To craft the electric car, you're going to need some Tools, a Generator and a Welder. The other items needed to craft it are these:
Auto Spare Parts: obtain these from trading, from garages, workshops and by looting disassembled vehicles.
Car Batteries: obtained from abandoned bandit camps or by trading in the survivor camps.
Electric Motor: get from the Tyumen quest for Mini Hydro Power Plant.
Electrical Cables: get them from looting electronic store, department store, car workshops or garages.
Insulating Tapes: obtained from many places, you probably already have a few.
Nuclear Battery: loot from the Khabarovsk bandit camp.
Rubber Parts: get these from looting garages and workshops.
Tires (obviously): obtained from looting garages and disassembling cars.
Wires: obtained from looting garages, workshops or houses.
ZAZ-958 (disassembled): from the abandoned bandit camp.
Explore and Food
Explore the maps, the buildings, gather resources, because every little rock you add to your inventory will matter later on. Another thing to look out for is a backpack. Keep looting until you run into one and that will provide more space for you to keep your stuff in. If you eat raw food you will have a harder time resting and staying healthy, so it is best if possible to have a fire going and cook. You need to purify the water by boiling it before drinking, and that will, too, prevent you from contacting diseases and illnesses.
Fuel power ups
The fuel needed to power up some means of transportation can be quite tough to find, so it's best if you don't go around wasting everything just to take your new bike for a ride. It's a difficult resource to gather, and can be looted from gas stations or traded in survivor camps. If you want to go by car, always have a toolkit and a bicycle in the trunk. You can never be too cautious, right? It's best if you prevent the inevitable by having some other means of transportation in case you didn't pay attention to the fuel or didn't anticipate properly the needed amount.
How get the motorcycle
To answer this question, it's not going to be hard. You can get a motorcycle from several places actually, from survivor camps to gas stations and roads. Basically, you can loot your way to a motorcycle, but you can also buy spare parts. If you are well on the money part, however, you can buy the whole motorcycle without having to make it from scrap. By visiting the in-game store you can purchase a fully functional motorcycle for 5000 coins.

Nail, Wire (10000x of each): get them from scrap metal
Insulating Tape (1000x): a lot, a lot of places!
Motorcycle: Assembling items
Broken Motorcycle: can be obtained by looting the car workshop, garages, from roads and gas stations.
Motorcycle Spare Parts: can be obtained from looting the broken motorcycles, car workshops and garages, or from disassembling broken motorcycles. Another way is by trading 10 Steel for 1 Motorcycle Spare Part in the Chelyabinsk Survivor Camp.
Spark Plug: can be obtained by looting car workshops.
Machine Oil: can be obtained by looting garages or car workshops, but also by disassembling other vehicles (not the Bicycle)
Insulating Tape: can be obtained by looting several places, from ruins to garages, stores, houses and many more. Very easy to find. (and you probably have some by now)
Rubber Parts: can be obtained from several places, mainly garages and workshops. Easy lootable material.
